Shortcut Tiles Should Appear Inactive Instead of Always Active

When I create a shortcut tile, it is always displayed as active (ON) in the Quick Settings panel. Since shortcut tiles don't have an actual on/off state, it would be great if there were an option to display them as inactive (OFF) by default, so they look like regular action buttons instead of enabled toggles
