When triggering the Quick Settings tile from a locked screen, make it configurable so that, any action thereafter (opening an app, shortcut, etc.) will continue if and only if the screen gets unlocked first ; If the screen doesn't get unlocked, abort the action. This behavior is "standard" with many other Android's Quick Settings tiles. The current behavior of your app is, that any action will get carried out regardless whether the screen gets unlocked or not. This could even pose a security question!
